The Promoting Status of Environmental Management Systems in Taiwan

To assist industry in Taiwan to implement the ISO 14001 EMS standard, the Industrial Development Bureau (IDB) of Ministry of Economic Affair has launched a program to encourage industries that are willing to implement an environmental management system (EMS) this year.
For the last 3 years, Taiwan's federal government has been carrying
out a similar pilot plan. Starting from this year, the government will extend the scope of
the program to let over 50 companies of 20 different industries participate. It is
estimated that over 380 companies will be certified under ISO 14001 or CNS 14001 -
published by Central Standard Bureau of Taiwan - in the end of 1998. There are 405
companies getting ISO 14001 certifications in Taiwan before Jan 15,1999.
The purpose of this program is not only to promote industries developing an ISO 14001-conformant EMS, but to evaluate the requirements to improve present environment regulations. In practice, trying to search for more efficient and effective voluntary approaches is difficult due to the specific characteristics of Taiwan's environment. Some requirements or regulations of Taiwan are stricter than those of other developed countries.
IDB have been holding over 150 training courses related to ISO 14000. "Journals of Environmental Management Update" and "Environmental Management Today" were published. The publications provide the information and the experience about EMS. The environmental protection agency (EPA) have begun to assist the environmental service companies in the field of waste clean and management to implement EMS in 1997.
Our group is one of the research groups in the Energy and Resource laboratories of the Industrial Technology Research Institute (ITRI) in Taiwan. ITRI is active in the fields of national sustainable development, global change information systems, and ISO14000 study.
